This classic Soviet tactic of blaming the West, specifically the United States for the actions of Russia come directly from the Cold War of the last century, when Soviet expansion threatened all of Europe and world peace.
The return to Cold War mentality by the former KGB rulers of Russia should alarm free nations throughout the world. The Soviet Union collapsed under the weight of its own inertia, a system never able to even feed its own people due to inefficiencies of government central control. Now, armed with oil money obtained from Western Democracies, Russia appears to be once again embarked upon a quest for Empire.
The first step toward that empire is the propaganda machine of convincing its own people that the United States is the enemy -- an enemy bend on the destruction of the Russian people.
Interestingly enough, that same rhetorical effluvia is emanating from the Nutroots of the Left-o-sphere in such cesspools as dKos and Democrat Underground. The question brought to mind is did the American left hear it from Russia, or is it the other way around?

Those 2 countries were on a collision course for nearly 2 decades. Especially due to either Russia paranoia or Russian nudging of Georgia to respond.
Conspiracy Theories: because if you don't like the simplest answers, then it must be vast nonsensical conspiracy.
